İnsanlar, içinde yaşadıkları konutlardan barınma ihtiyacının karşılanmasının ötesinde, kendilerine
değer katmasını, yaşamlarına kalite kazandırmasını ve hayatı daha yaşanabilir hale getirmesini
beklemektedir. Bu beklentilerin tam olarak ve sürdürülebilir nitelikte karşılanabilmesi, tesis yönetimi
uygulamaları ile mümkün olmaktadır. Tesis yönetimi, genel bir ifade ile barınma, üretim, askeri vb.
amaçlarla tesisleri kullananlar için stratejik bir ortaklık biçimdir. Tesis yönetimi, işletme ve örgütlerde
temel iş dışında kalan bütün hizmetleri tek elde toplayan bir iş alanıdır. Dış kaynak kullanımı bu
hizmeti yeni nesil bir iş modeli haline getirmiştir. Bu iş modeli endüstriyel tesisler, havaalanları, ofis
binaları, alışveriş ve eğlence merkezlerinden stadyumlara, sağlık kurum ve kuruluşlarına kadar
yaygınlaşmaktadır. Türkiye’ de 2000’li yılların başında toplu konut yapılarının artması ile ortaya çıkan

tesis yönetimi, istihdama katkı sağlayan, aynı zamanda afet ve acil durum yönetiminde de önemli bir
rol üstlenen bir iş kolu haline gelmiştir.
İlk olarak Çin’de duyulan ve hızla dünyaya yayılan Covid-19, yeni bir küresel düzen oluşturabilecek
kadar etkiler yaratmıştır. Dünya ülkeleri, hızla yayılan bu hastalığa karşı ekonomik, idari ve toplumsal
alanda hazırlıksız yakalanmış, çözüm yolları üretmekte ise kimi zaman çaresiz kalmışlardır. Hem
sağlık yönetimi hem de toplumu bilinçlendirme, yönlendirme ve kontrol etme noktasında kamu kurum
ve kuruluşlarının üzerindeki yük oldukça fazladır. İşte tam da bu noktada Covid-19 ile mücadelede
devlet kamu kurum ve kuruluşları tarafından alınan önlemlerin etkin bir biçimde uygulanmasının,
başarılı bir tesis yönetimi ile mümkün olabileceği düşünülmektedir. Tesis yönetimi bir yandan tüm
teknik bilgi ve tecrübelerini kullanarak siteler, toplu konutlar ve ofislere beklenilen hizmeti sağlarken
diğer yandan bu yapılarda yaşayan ve çalışanlarla kurdukları sosyal yakınlık sayesinde etkili bir
iletişim ağına sahip olmaktadırlar. Bu nedenle tesis yönetimi başarılı bir köprü vazifesi görerek alınan
tedbirlerin sürdürülebilirliği adına Covid-19 ile mücadeleye katkı sağlayabilir.
Bu çalışmanın amacı, tesis yönetiminin ekonomik/sosyal/çevresel alanda olumlu etkiler yaratan yeni
bir sistemin öncüsü olduğunu ortaya koymaktır. Tesis yönetiminin, Covid-19’a yönelik yeni bir
çözüm, müdahale ve mücadele yöntemi olarak ortaya konulması, ülkemizin Covid-19 ile olan
mücadelesine katkı sağlanması hedeflenmektedir. Bu çalışmada İstanbul’un çeşitli bölgelerinden
seçilmiş sitelerde, toplu konutlarda ve ofislerde Covid-19 ile mücadelede tesis yönetimlerinin aldığı
tedbirler ve bunların yeterli olup olmadığı araştırılacaktır. Elde edilen bulgular doğrultusunda, Kanun
ve Yönetmeliklerle güçlendirilmiş bir tesis yönetiminin Covid-19 ile mücadeleye katkı sağlayıp
sağlamayacağı ortaya konulacaktır.
Nowadays people expect their dwellings to add value themselves, to increase their life quality and to
make their life more liveable in addition to meetingmeet a need for shelter. It is possible to meet these
expectations fully and in a sustainable manner through facility management practices. Facility
management, in general terms, is a strategic partnership for whom use the facility for the purpose of
accommodation, production, trade, military and etc. Facility management is a business area that
gathers all services other than the main business activity. Outsourcing has transformed this service into
a new generation business model. This business model is becoming widespread to cover industrial
facilities, airports, office buildings, shopping and recreation centres, stadiums and health institutions
and organizations. In Turkey, the facility management has emergedhas been emerged in the early
2000s concurrently with increasing the construction of collective housing. It has become a business
line that contributes to employment and play an important role in management of disasters and
emergencies.
Covid-19, first heard in China and rapidly spread around the world, has had impacts that create a new
global order. The countries of the world have been caught unprepared in the economic, administrative
and social fields against this rapidly spreading disease, and have sometimes been helpless in finding
solutions. The burden on public institutions and organizations is quite high in terms of health
management, awareness of public and governing the society. At this point, it is thought that a
successful facility management can ensure the effective implementation of the measures taken by the
state public institutions and organizations for fighting against Covid-19. Facility management team
provides expected service to housing estates, collective housing and offices by using all their technical
knowledge and experience, on the other hand, they have an effective communication network thanks
to the social proximity with people who live and work in these structures. For these reasons, facility
management can serve as a successful bridge and contribute to fight against Covid-19 for the
sustainability of implemented measures.
The purpose of this study is to assert that facility management is a pioneeris pioneer of a new system
that creates positive impacts in economic/social/environmental fields. It is aimed to introduce facility
management as a new solution, intervention and combat method for pandemic, thus contributing to the
struggle against Covid-19. In this study, the measures taken by facility management in the fight
against Covid-19 in housing estates, collective housings and offices selected from various regions of
Istanbul will be investigated. According to the findings, It will be revealed whether a facility
management strengthened by laws and regulations can contribute to the fight against Covid-19.
