Urban transformation expresses the entire strategies and actions used to improve the economic, social,
physical and environmental conditions of damaged and collapsed urban areas by comprehensive and
Diverse transformation processes, which lead to altered urban functions and new local needs and
opportunities, constantly influence cities. Interpreting these different development processes and
identifying and realising opportunities are growing challenges for urban governance and planning.
Cities, over the years, are living spaces integrating by people's worlds of meaning and established by
creating a memory, do not form easily. It’s crucial to see urban transformation as a social
process and sustain it with a participatory approach. It must be appropriate for the reality of the city. Based on the authority given by the amendment in the Municipal Act in June 2010, Istanbul
Metropolitan Municipality is implementing urban transformation and development projects to create
technology parks, residential, industrial, commercial, public service, recreation and all kinds of social
reinforcement areas; reconstruct and restore the perishable city parts, protect historical and cultural
urban structure or to take measures against earthquake risk.
By considering the city's needs, transformations should be done due to a lack of physical structure.
